ADR was done at Geneva on 1957, it is a United Nations treaty that governs transnational transport of dangerous merchandises. The agreement regulates the packing, transport, documentation and other aspects of the transportation of  hazardous merchandise by road involving two or more countries. The regulations include a detailed list with headings for most of merchandise considered dangerous and the requirement rules applied in every case.  The agreement is short and simple, and its important article is the second. This article says that apart from some exceptionally hazardous materials, dangerous materials may be transported internationally in road vehicles, provided that two conditions be met:

  • Annex A in particular refers to the packing and labelling of merchandise.

  • Annex B in particular refers to the construction, equipment and operations of the vehicles transporting the merchandise.
